X711 DLB driving the wrong-way up Emmanuel Street. A police officer did sort this geezer out and sent him back down towards the historic centre; he came down Emmanuel St (the right way) and tried to turn left into the roadworks on St Andrews. He couldn't get through as only the pavements were kept clear, did a U-turn and drove back up Emmanuel Street. Surely if he was intending to turn left onto St Andrews Street anyway, he could have used Downing Street—because he didn't do this, he also violated the "no motor vehs except for access" order on Drummer Street. Two offences in one day?!; no-one can live at that speed.
